Based on LEL's estimated timescales for designing, constructing and transitioning into a new site, there is a need to undertake a feasibility study to identify alternative transport yard options as soon as possible, with a preferred way forward decided by June 2027. This timetable is intended to enable the preferred option to progress into design and procurement during 2027, followed by the necessary environmental assessment, planning and permitting activities and subject to approvals, construction. The Consultant shall therefore plan and deliver the commission to support timely decision-making and protect the overall programme ahead of the Hawley Road lease expiry in February 2030. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
