Підприємство не є Замовником в розумінні Закону України «Про публічні закупівлі» та проводить цю закупівлю відповідно до Положення про здійснення закупівель товарів, робіт і послуг в Дочірньому підприємстві ПрАТ «НАК «Надра України» «Український геологічний науково-виробничий центр». Учасник повинен бути емітентом талонів. Бренд, нанесений на талон повинен співпадати з брендом АЗС. Номінал талонів має становити «10 літрів» та «20 літрів». Строк дії талонів має становити не менше 6 місяців з дати активації талонів. Наявність в Учасника закупівлі не менше 1 (однієї) власної або партнерської АЗС у кожному обласному адміністративному центрі України (крім тимчасово окупованих територій). Для Херсонського регіону достатньо наявності не менше 1 (однієї) власної або партнерської АЗС у межах Херсонської області.
