Le pouvoir adjudicateur a décidé de ne pas lancer la consultation en lots séparés pour les motifs suivants : Le présent marché est unique : En application des dispositions de l'article L 2113-11 du Code de la commande publique, le pouvoir adjudicateur a décidé de ne pas allotir le marché au motif qu'un allotissement risque de rendre techniquement difficile la bonne réalisation des prestations ou financièrement plus coûteuse l'exécution des prestations. Cette décision inhabituelle pour Val Touraine Habitat est notamment motivée par le défi technique que représente la démolition-reconstruction de l'ensemble des balcons des bâtiments bas en site occupé. Ces ouvrages, directement liés à la structure des bâtiments et à la sécurité des occupants, nécessitent une coordination particulièrement étroite entre les différentes interventions. La réalisation des travaux en présence des locataires impose en outre un phasage rigoureux, des mesures de sécurité renforcées ainsi qu'une gestion continue des accès et des nuisances.
