Construction d'un foyer de l'enfance avec recours à la construction hors-site Le marché à conclure est un marché global de performance comprenant, de manière indissociable : les prestations d'études, les travaux de construction (ouvrages réalisés en construction hors site (2D/3D)), la fourniture et la mise en œuvre de certains mobiliers, la gestion du chantier, l'ensemble des échanges et réunions nécessaires à la bonne satisfaction du besoin et au bon déroulement des travaux, les garanties contractuelles après la réception, et enfin l'exploitation et la maintenance de l'ouvrage associées à des engagements de performance mesurables. Le titulaire exécutera également une mission d'animation et de communication ayant pour objet d'informer et sensibiliser les occupants et autres utilisateurs des modalités d'usage du bâtiment, afin de garantir une bonne compréhension des enjeux énergétiques du bâtiment. Il est précisé que les prestations d'exploitation-maintenance comporteront d'une part l'entretien, l'exploitation et la maintenance sur le périmètre prévu par le contrat, d'autre part le gros entretien et renouvellement sur certains équipements, et enfin le pilotage des performances au travers d'un plan des mesures et vérifications. L'exécution du marché comprendra des engagements chiffrés de performance dont l'atteinte conditionnera une part de la rémunération du titulaire. Le candidat devra s'engager contractuellement à remplir ces engagements chiffrés de performance, notamment définis en thermes de sobriété énergétique et de qualité d'ambiance. Les engagements de performance seront mis en œuvre et contrôlés dans le cadre d'un plan de Mesures et Vérifications en application du protocoles IPMVP. La mission de l'ensemblier portera sur la totalité des éléments permettant d'aboutir à un parfait et complet achèvement des ouvrages pour atteindre les objectifs fixés. L'exécution des prestations inclura pour le titulaire le respect d'une clause d'insertion sociale. Elle inclura également la prise en compte de clauses environnementales. Ce marché global de performance est estimé à 5 800 000 € HT (honoraires et tous travaux compris, VRD du projet, exploitation et maintenance sur 36 mois).
