Description

La présente consultation concerne un marché de conception et de réalisation des travaux de construction d'un nouveau Centre d'Incendie et de Secours (CIS) principal à Chirongui, bâtiment d'une surface de planchers d'approximativement 750 m², au sens de l'article L. 2171-4 du Code de la commande publique. A ce stade du projet, le maître d'ouvrage et son AMO ont consolidé un programme technique, qui sera communiqué aux opérateurs économiques. La nouvelle caserne vise à optimiser les flux de travail et renforcer la résilience des services de secours en zone tropicale exposée aux séismes, cyclones, tsunamis et inondations urbaines. Elle garantira une architecture modulaire et évolutive conforme aux dernières normes de sécurité civile et d'accessibilité PMR. Le titulaire devra concevoir un bâtiment durable qui permettra au SDIS de Mayotte de maîtriser ses dépenses d'exploitation-maintenance. Le terrain d'une superficie de 500 m², cadastré BD 120, borde la route départementale et présente une faible pente Sud-Nord inférieure à 2°. Le nouveau (CS) doit héberger 11 lits hommes, 5 lits femmes, cinq dortoirs de réserve, des sanitaires et vestiaires séparés. Des espaces dédiés à l'administration, à la formation, à la gestion de crise, au sport et à la remise des véhicules sont exigés pour assurer la continuité de service. Les voiries internes de 6 m, le parking et les circulations dissociées VL/PL garantiront l'efficacité des départs en intervention. La démarche bioclimatique privilégie ventilation naturelle croisée, protections solaires passives et matériaux biosourcés ou recyclables adaptés au climat chaud-humide. Un champ photovoltaïque en autoconsommation, des luminaires LED à détection et la récupération d'eaux pluviales visent l'autonomie partielle en énergie et la réduction de l'empreinte carbone.
