Description

Depuis plus de 20 ans, le Conseil départemental mène une politique éducative volontariste en direction des collégiens du Val d'Oise en proposant, chaque année, un programme d'actions éducatives à destination des collèges publics. Ce programme vise à contribuer à la réussite scolaire des jeunes valdoisiens, à favoriser l'égalité des chances, à développer l'attractivité des collèges et à soutenir les initiatives et la créativité des équipes éducatives et des jeunes. D'autre part, l'offre éducative départementale propose des actions de prévention visant à accompagner les équipes éducatives pour favoriser le bien être des collégiens et concourir à l'amélioration du climat scolaire dans les établissements. Par le biais du théâtre forum ou du théâtre débat interactif, il s'agit de favoriser chez les adolescents une prise de conscience des situations de harcèlement et des conséquences possibles pour les victimes (anxiété, décrochage scolaire, perte de confiance, dépression, suicide), comme pour les auteurs (travaux d'intérêt général, sanctions pénales, risques de peines de prison pour les plus de 13 ans). La présente consultation a été effectuée sous la forme d'une Procédure Adaptée ouverte ((Article R2123-1 3° - Services sociaux et autres services spécifiques - Code de la commande publique). Le marché est un accord-cadre à bons de commande sans montant minimum annuel et avec un montant maximum annuel de 90 000 euro(s) HT. Le marché est conclu à compter de sa date de notification, pour une durée d'un an, reconductible tacitement trois fois par période d'un an, sans que sa durée totale ne puisse excéder quatre ans. Les négociations sont engagées avec l'ensemble des candidats à l'issue de l'analyse des offres initiales. Les candidats en sont avisés par écrit. Les négociations sont conduites dans le respect des principes d'égalité de traitement des candidats et de confidentialité des offres
