Le présent appel à projets a pour objet de sélectionner un opérateur souhaitant occuper des emprises de son domaine public en vue d'y installer et d'exploiter des ombrières photovoltaïques destinées à la production et à la valorisation d'électricité dans les Bassins Ouest du GPMM. La présente consultation n'a, ainsi, pas pour objet de sélectionner un opérateur à qui le GPMM confierait l'exécution de travaux, la livraison de fournitures, la prestation de services, ou la gestion d'une mission de service public qui répondrait à un besoin du GPMM moyennant une contrepartie onéreuse. Elle ne donnera donc pas lieu à la conclusion d'un contrat de la commande publique, mais à un contrat portant autorisation d'occupation du domaine public soumis aux dispositions du code général de la propriété des personnes publiques
