Le pouvoir adjudicateur a décidé de ne pas lancer la consultation en lots séparés pour les motifs suivants : Le présent accord cadre est passé sans allotissement en raison de la nature multiple et l'interdépendance des prestations attendues. En effet la location de matériel scénique inclut des prestations techniques essentielles qui ne peuvent être dissociées sans compromettre la cohérence technique et opérationnelle du service attendu. L'accord cadre vise à garantir un niveau de qualité technique et opérationnelle sur l'ensemble de la durée des évènements et/ou saisons culturelles. L'interlocuteur unique facilite le suivi, la coordination, et assure une réactivité essentielle dans l'exécution des événements et des saisons culturelles en cas d'aléas technique, ainsi qu'une sécurité optimale. La location de matériels scéniques pour les événements culturels et prestations associées de Terres de Montaigu, Communauté d'agglomération
