La consultation porte sur l'organisation d'un concours restreint de maîtrise d'oeuvre en vue de l'attribution du marché de maîtrise d'oeuvre relatif à la reconstruction du foyer nordique et à la restructuration-extension des locaux techniques de l'Arpettaz, sur le site des Confins à La Clusaz(74). Le programme comprend la déconstruction du foyer nordique existant et la construction d'un nouveau bâtiment de 513 m² SU, regroupant notamment les fonctions d'accueil, de vente, de convivialité, de secours, de fartage et de stockage, ainsi que la conservation de la partie la plus récente des locaux techniques de l'Arpettaz et leur restructuration-extension sur 429 m² SU. L'opération présente des enjeux architecturaux, fonctionnels, paysagers et environnementaux importants, compte tenu de son implantation sur le plateau des Confins, dans un site de montagne sensible. La conception devra assurer la cohérence des deux bâtiments, leur insertion dans le paysage, leur adaptation aux usages hivernaux et estivaux ainsi qu'aux contraintes d'exploitation du domaine nordique. Elle devra également répondre aux objectifs d'accessibilité, de performance énergétique, de sobriété des ressources et de réemploi fixés au programme. À l'issue de la phase candidature, trois candidats seront admis à concourir, sous réserve d'un nombre suffisant de candidatures satisfaisant aux conditions requises. Le marché de maîtrise d'oeuvre sera ensuite négocié avec le ou les lauréats du concours. La mission confiée comprend la poursuite de l'ESQ+, APS, APD, PRO, ACT, VISA, DET et AOR, ainsi que les missions complémentaires SYN, OPC, CSSI, économie circulaire/réemploi, QEB et DIAG, selon les bâtiments concernés. L'enveloppe financière prévisionnelle affectée aux travaux est de 3,5 M euro(s) HT, valeur janvier 2025. L'opération est soumise à un calendrier contraint, avec un objectif de mise en service des bâtiments début sept. 2029, en amont des JOP 2030
