Attention, il ne s'agit pas d'un avis de préinformation mais d'un sourcing tel que prévu à l'article R 2111-1 du code de la commande publique, qui n'a pas vocation à aboutir à la conclusion de contrats. La Région organise une campagne de sourcing afin d'affiner son besoin et d'optimiser la préparation de 2 contrats de concession de service public pour l'exploitation des services régionaux de transports routiers. Ce sourcing n'engage en aucun cas une relation contractuelle avec la Région, le sourcing conformément à l'article R2111-1 du code de la commande publique est mis en oeuvre afin « de préparer la passation d'un marché, l'acheteur peut effectuer des consultations, ou réaliser des études de marché, solliciter des avis ou informer les opérateurs économiques de son projet et de ses exigences ». Ainsi, ce sourcing vise à remplir 3 finalités : - Evaluer la capacité des opérateurs économiques à répondre à notre besoin dans l'ensemble de ses composants. - Réduire les facteurs de risques des stratégies opérationnelles et contractuelles envisagées - Identifier les facteurs de coûts et le modèle économique des opérateurs économiques
