Description

L’objet de l'accord-­cadre porte sur des prestations de MCO et de MHO des moyens d'essais (mécaniques, électrotechniques) des sites DGA Techniques Navales à Brest. Les prestations attendues sont notamment des : - Prestations annuelles récurrentes : le management (dont la fourniture des rapports), la gestion annuelle des Fiches de Faits Techniques, les expertises sur site et un forfait annuel de maintenance préventive ; - Prestations de maintenance corrective : (établi en fonction de la valeur totale des pièces à changer et du niveau de complexité de l’opération), mises à hauteur règlementaires ; - Autres prestations dans le cadre de marchés subséquents : études et prestations de mises à hauteur ordinaires (MHO mécanique ou électrique) de la chaine III à Lanvéoc, des opérations d’adaptation des moyens d’essais à des essais particuliers. L'accord-cadre est mono attributaire. Il comporte une part à bons de commande conformément aux dispositions de l’article R. 2362-8 au Code de la Commande Publique (CCP) et une part à marchés subséquents conformément aux articles R. 2362-1 à R. 2362-7 du CCP. Les marchés subséquents préciseront les caractéristiques et les modalités d’exécution des prestations ou fournitures qui n’ont pas été fixées dans l’accord-cadre. Les sites concernés sont le site de Quéliverzan (Brest) et de Lanvéoc (Lanvéoc). La date limite de remise des candidatures est fixée au 15/01/2026 à 16 heures (Heure de Paris). La date et l'heure limites inscrites à la rubrique 5.1.12 sont au format UTC. Il s'agit d'un Marché de défense ou de sécurité. Le présent projet de marché fait l'objet d'une procédure formalisée négociée avec mise en concurrence et publicité préalable, conformément aux dispositions des articles L 2324-1, L 2324-3, R 2324-1, R 2324-3, et R 2361-8 à R 2361-12 du CCP. L'accord-cadre est conclu pour une durée de validité de 7 (SEPT) ans, sans montant minimum et avec un montant maximum de (600 000,00 € HT) ), indiqués à la rubrique 2.1.3 ci­-après. Ce montant maximum correspond à une estimation globale pour le projet d'accord-cadre, sans engagement de la part de l'État de l'atteindre. Le montant maximum indiqué en rubriques 2 et 5 ci-après est en euros hors taxe. Le dossier de consultation sera envoyé ultérieurement aux candidats admis à soumissionner. Il pourra être fait application des dispositions de l'article R 2394-1 du CCP (clause de réexamen, notamment pour l'ajout potentiel de nouveaux moyens d'essais). Cf. rubrique 2.1 "procédure-description" ci avant.
