Description

Le marché a pour objet la réalisation de prestations de soutien sur des PUMA du GIH -T (Groupement d’Intervention Hélicoptères Terre). A titre indicatif, le parc à soutenir se compose de 8 PUMA Terre. Sur la durée d’exécution du marché, les principales prestations à réaliser sont les suivantes : • les opérations hors visite 50h ; • les opérations hors visites 100h ; • les expertises et dépannages nécessaires ; • les éventuels travaux supplémentaires ; • les éventuelles prestations d’entretien calendaires. Nota : Les visites périodiques et les OHV 300h, couvertes par un autre marché, n’entrent pas dans le périmètre du présent projet de marché. Le présent projet de marché est soumis à la procédure avec négociation conformément aux dispositions des articles L. 2324-1, L. 2324-3, R. 2324-1, R. 2324-3, R. 2361-1, R. 2361-8 à R. 2361-12 du code de la commande publique. Le présent projet de marché pourra comprendre à la fois des prestations forfaitaires et des prestations déclenchées en flux. Prestations sur provision : En application des articles R. 2372-19 à R. 2372-21 du code de la commande publique, le marché pouvant présenter des aléas techniques importants, il comportera une part de fournitures et services qui n’ont pas pu être définis avec précision dans le marché public initial. Transmission électronique : Se reporter à la rubrique 2.1.4 relative aux informations complémentaires - « Modalités de transmission des plis ». La présente publication concerne uniquement un appel à candidature. Le dossier de consultation sera envoyé ultérieurement et uniquement aux candidats admis à soumissionner. Il est précisé que la date et l’heure limites pour la remise des plis est 15/09/2025 à 12H00 (heure de Paris). Celles inscrites à la rubrique 5.1.12 sont au format UTC. Voir la description à la rubrique 2.1. A titre indicatif et sans engagement de la part de l’État, à la date prévisionnelle de début d’exécution des prestations (fixée à l’été 2026), le parc à soutenir est composé de 8 aéronefs (avec une déflation probable à 4 aéronefs pour les 6 derniers mois). Sur la durée prévisionnelle du marché (30 mois), il est notamment prévu environ : - 15 opérations hors visite 50h ; - 10 opérations hors visite 100h et les éventuels travaux supplémentaires ; - 100 dépannages ; - D’éventuelles prestations d’entretien calendaires. La fourniture de l’ensemble des ingrédients, consommables et rechanges sera à la charge du titulaire, en dessous d’un seuil qui sera fixé dans le dossier de consultation. Pendant la durée d’exécution du marché, il sera mis à disposition du titulaire jusqu’à deux plots de maintenance ainsi que des outillages. Ces éléments seront précisés dans le dossier de consultation.
