C’est un accord-cadre mono attibutaire qui comporte : + une part ferme ; + une tranche optionnelle en application des articles R.2313-2, R.2391-8 à R.2391-10 du code de la commande publique, selon les modalités explicitées dans le dossier de la consultation ; + une part à bons de commande sur barème conformément aux dispositions de l’article R. 2362-8 du code de la commande publique ; + une part à commandes de fournitures ou services destinée à subvenir aux éventuels aléas techniques en application des articles R. 2372-19 à R. 2372-21 du code de la commande publique. Le projet d'accord-cadre porte sur le maintien en condition opérationnelle des embarcations des forces spéciales de la Marine natinale et leurs remorques, à savoir environ 47 embarcations de type VFM (ex VPDMP), Zodiac Hurricane 933 OB, ETRACO, ETRACO-NG et ECUME, basées en métropole avec leurs bers. Ainsi qu'environ 31 remorques de type routières ou aérotransportables pour des embarcations de type Zodiac Hurricane 933 OB, ETRACO et ECUME. Les principales prestations à fournir sont les suivantes :  l'entretien des 2 VFM avec le soutien logistique associé et une exigence de disponibilité afin de répondre au besoin opérationnel (maintenance préventive et corrective) ;  l'entretien des autres bâtiments en catégorie standard soit quelques travaux et livraisons ;  l'entretien des remorques (routières et/ou aérotransportables) et quelques bers par des contrôles techniques et/ou visites annuelles ;  la réalisation d’une étude et de mise à hauteur. Il y aura environ 10 arrêts techniques pour les VFM. L'accord-cadre comportera une tranche regroupant les bons de commande et les commandes pour aléas, tranche dont le montant maximum estimé est de 73% de la somme des prestations fermes. Le montant des commandes pour aléas techniques ne pourra toutefois excéder 15% du montant total de l'accord-cadre initial.
