France - Energy management services - Public service delegation for the installation and operation of a Seine water cooling plant in Levallois, as a concession

The City of Levallois-Perret, France, is procuring through a public service delegation the creation and operation of a cooling production facility using Seine river water. The mandatory base offer covers 25 years, allowing economic amortisation of investments. A further option is mandatory, covering 14 years from 1 January 2028, with the City paying the net book value (VNC) at the end. The procedure is an open procedure under the Public Procurement Code, in particular its concession provisions, articles L. 3111-1 et seq. and R. 3111-1 et seq., and articles L. 1411-1 et seq. of the CGCT.
