Le GHT de La Réunion a acquis un système complet, SYSEO de la société YANSYS, basé sur les techniques de dictée numérique à reconnaissance vocale. Ce marché vise à poursuivre la mise en oeuvre de cette solution de dictée numérique et de reconnaissance vocale en réseau. Conformément à l'article R. 2122-3 (Le marché ne peut être réalisé que par un opérateur économique pour la raison suivante : protection de droits exclusifs) du Code de la commande publique, l'accord-cadre est passé par procédure sans publicité ni mise en concurrence préalables. Conformément à l'article R. 2162-2 du code de la commande publique, l'accord-cadre mono-attributaire sera exécuté par l'émission de bons de commande dans les conditions fixées aux articles R. 2162-13 et R. 2162-14 du code de la commande publique
