Le comité de Maîtrise de la Demande de l'Energie (MDE) propose un Cadre Territorial de Compensation (CTC) définissant des actions pouvant bénéficier de primes. Ces actions sont réparties en deux catégories : - Les actions « standard » d'une part, destinées au marché de masse - Les actions « non-standard » d'autre part, caractérisées par un niveau élevé de dépendance au site d'implantation Le présent marché a pour objet la réalisation des études énergétiques concernant des projets de rénovation/construction pour des actions « non-standard ». Le marché est un accord-cadre à bons de commande, conclu avec deux prestataires, un titulaire principal et un titulaire « suppléant », selon une répartition dite « en cascade », précisée au Cahier des Clauses Administratives Particulières (CCAP) de l'accord-cadre
