Le présent marché a pour objet l'évaluation environnementale d'Euroméditerranée II et la réalisation des études associées. Il répond à une recommandation réitérée de l'Autorité environnementale de mener une évaluation environnementale stratégique à l'échelle globale d'Euroméditerranée II, en lieu et place des analyses opération par opération qui ne permettent pas d'appréhender les effets cumulés du programme. Euroméditerranée II est l'extension nord de l'OIN Euroméditerranée, lancée en 2007 sur 169 ha dans les 14e et 15e arrondissements de Marseille. Ce territoire en profonde mutation - reconversion d'emprises industrielles, création de nouveaux quartiers, aménagement de grands parcs urbains - fait l'objet de plusieurs opérations menées en parallèle : ZAC Littorale (Projet Littoral), parcs Bougainville et des Aygalades, quartier du Canet, façade littorale. Plusieurs études d'impact sectorielles ont déjà été réalisées ; l'AE recommande désormais une approche intégrée à l'échelle du périmètre fonctionnel d'Euroméditerranée II. Le titulaire sera chargé de : • élaborer une étude d'impact « chapeau » à l'échelle d'EM2, constituant le socle méthodologique, documentaire et cartographique commun à l'ensemble des évaluations environnementales ; • réaliser ou mettre à jour des carnets territoriaux par secteur d'intervention (Projet Littoral, Bougainville/Aygalades, Canet, façade littorale, Sogaris), documents synthétiques et évolutifs articulés à l'étude chapeau ; • réaliser et/ou coordonner les études techniques complémentaires nécessaires à l'évaluation (acoustique, GES, qualité de l'air, hydraulique, pollutions, trafic, énergie, paysage, densité) ; • assister l'EPAEM dans ses relations avec l'Autorité environnementale (cadrage préalable, mémoires en réponse, examens au cas par cas) ; • mettre en place et assurer le suivi annuel des mesures ERC prescrites dans les arrêtés d'autorisation.
