Le marché porte sur la réalisation d’une acquisition topographique par LiDAR aéroporté et d’une orthophotographie littorale à très haute résolution, sur le littoral de la baie du Mont-Saint-Michel, pointe de Cancale jusqu’à la frontière belge à Bray-Dunes. L’objectif est de constituer un socle homogène, précis et pérenne de données topographiques et d’imagerie permettant le suivi morphologique et diachronique du littoral. L’emprise comprend l’estran découvert et s’étend au minimum jusqu’à 1,5 km à l’intérieur des terres, avec extension aux unités littorales, zones basses, zones humides, estuaires et systèmes hydrauliques fonctionnellement liés au littoral. L’acquisition LiDAR devra garantir une précision absolue meilleure que 10 cm à 2σ sur sol nu, une précision relative inférieure à 5 cm et une densité supérieure à 8 points/m² de points exploitables pour la restitution du terrain, hors zones de recouvrement. La stratégie de vol devra préserver les formes et ruptures morphologiques, notamment les falaises, dunes, digues, talus et ouvrages. Les acquisitions de l’estran seront prioritairement réalisées lors des marées de vive-eau de coefficient ≥ 90, dans des fenêtres définies entre février et avril 2027, en recherchant les conditions de basse-mer maximisant la surface émergée. Leur organisation devra intégrer les horaires et niveaux de marée, la propagation de l’onde de marée, la météo, les contraintes aéronautiques et les conditions d’éclairement. La prise de vues aériennes comportera les quatre canaux rouge, vert, bleu et proche infrarouge, avec une résolution native au sol de 5 cm. Le recouvrement sera au minimum de 80 % longitudinal et 40 % latéral, porté à 60 % dans les secteurs complexes ou à fort relief. Les livrables comprendront notamment les nuages LiDAR bruts et classifiés en LAS/LAZ, les extractions SOL et SURSOL, les MNT et MNS à plusieurs résolutions, les prises de vues sources, l’orthophotographie RVBI, les données d’aérotriangulation et de calibration, ainsi que les données de contrôle et de traçabilité. Les orthophotographies seront également organisées dans un jeu de données mosaïque ESRI RVBI à quatre bandes, permettant des rendus RVB et IRC, complété par deux paquetages de tuiles TPKX RVB et IRC. L’ensemble des données sources, intermédiaires, métadonnées et rapports de contrôle devra être livré de manière structurée, reproductible, portable et directement exploitable dans le SIG du maître d’ouvrage. Le titulaire est soumis à une obligation de résultat et devra assurer les contrôles qualité, la correction des non-conformités, les reprises d’acquisition nécessaires et la cohérence des produits avec les campagnes antérieures lorsque des données de référence stables sont disponibles.
