La présente consultation est un appel à candidature. La part de l'enveloppe financière affectée aux travaux par le maître d'ouvrage est fixée à 5 200 000,00 euros H.T décomposée comme suit : - Tranche ferme (9 à 21 rue de Provence et 1 à 7 place de Bretagne) : 3 850 000 eurosHT (y compris variante obligatoire) - Tranche optionnelle 1 : 2 et 4 place de Bretagne : 1 350 000 euros HT (y compris variante obligatoire) Délai prévisionnel : Phase conception : 5 mois (hors validation du maître d'ouvrage) Phase réalisation : 18 mois (TF) / 10 mois (TO1). La mission confiée au maitre d'oeuvre est une mission pour les opérations de bâtiments en réhabilitation au sens des articles L2412-1 et R2431-5 et suivants du Code de la Commande Publique avec VISA et EXE partielle portant uniquement sur les études thermiques. Elle comprend les missions complémentaires suivantes : - DPGF (concernant l'élaboration des Décompositions de Prix Global et Forfaitaire). - DIA (Diagnostic) L'équipe (candidat unique ou groupement) sera composée d'un architecte inscrit à l'ordre français des Architectes (ou équivalence), obligatoirement mandataire du groupement, et de personnes ou bureaux d'études dotés de compétences en matière d'études structure, thermique, et économiste de la construction. Les critères retenus pour la sélection des candidatures sont pondérés de la manière suivante : - 1 Compétences et moyens (moyens humains et matériels, CV de chaque intervenant sur le projet...) 30% - 2 Références (projets similaires, de complexité équivalente, adéquation au programme, appréciation de la qualité architecturale des références réalisées) 55 % - 3 Capacité financière (prise en compte du chiffre d'affaire du groupement) 15% L'acheteur a décidé de limiter le nombre de candidats qui seront invités à participer à la phase d'offre. Le nombre minimum de candidats qu'il a prévu d'inviter est de 3, et le nombre maximum de 3. Ce projet s'inscrit dans le cadre du Nouveau Programme de Renouvellement Urbain (NPNRU) et du Projet d'Intérêt Régional (PrIR).
