Le contrat comporte des tranches optionnelles définies au cahier des charges. Le détail des missions confiées au titulaire figure au cahier des charges. Les prestations sont réglées par des prix unitaires et forfaitaires. Le Département a décidé de recourir à une Assistance à Maîtrise d'Ouvrage (AMO) pour l'accompagner dans une démarche de développement de l'offre d'éducation à l'environnement et de tourisme scientifique sur le site de Thémis. Le périmètre de la prestation d'AMO exclut de l'étude de programmation les professionnels correspondant à la Maison de l'Innovation et aux tènements fonciers dédiés à la recherche et à l'expérimentation. Ce projet doit permettre de contribuer à la transition environnementale et énergétique des Pyrénées Catalanes dans l'objectif de faire du territoire des Pyrénées-Orientales un laboratoire de solutions et sensibilisation pour s'adapter aux conséquences du changement climatique
