Le projet concerne la réhabilitation et extension du site CREPS de Champ Fleuri - Saint-Denis Depuis le 1er janvier 2016, il fonctionne sous la double tutelle de l'État, pour les missions nationales, et de la Région pour les missions régionales. Le patrimoine a été transféré à la Région. Les missions du CREPS, définies par le décret n°2011-630 du 03/06/2011 sont : - Assurer la formation et la préparation des jeunes vers le haut niveau en visant un double projet scolaire et sportif, - Former les professionnels réunionnais du sport et de l'animation, - Contribuer à la formation et au perfectionnement des éducateurs de club et des cadres fédéraux, - Soutenir le rayonnement des associations sportives réunionnaises. L'extension / réhabilitation du CREPS de St-Denis devra répondre aux préoccupations majeures suivantes : - La mise en valeur de la filière sportive - Une construction sobre, rationnelle et économique - Une insertion de qualité dans son environnement immédiat - Une approche en coût global (investissement + fonctionnement) dès la conception. Les concepteurs devront développer une approche en coût global par le respect des exigences architecturales et environnementales suivantes : - Stratégies d'implantation des bâtiments respectant les éléments naturels - Conception de l'enveloppe (ventilation et éclairage naturels, protection solaire) - Suivi de chantier à faibles nuisances - Pérennité des performances - Maintenance et exploitation optimisée.
