Description

Le présent concours a pour objet de déterminer le choix du maître d'oeuvre qui sera chargé de la conception et du suivi de la réalisation des travaux portant sur la création du Port Center (dit « Pavillon ») à Bordeaux dans le quartier des Bassins à Flots. Ce futur lieu (en RDC et R+1) proposera un centre d'interprétation ouvert au grand public qui abordera notamment de manière pédagogique, le transport de marchandises, le commerce international, l'intégration du port dans la ville et dans son environnement. Par ailleurs, le bâtiment disposera également de bureaux, salles de réunions et d'un centre réceptif disposant d'un espace de restauration. Le « Pavillon » sera doté d'une surface de plancher d'environ 2250 m². Une esplanade de 1 000m² et des aménagements extérieurs seront également réalisés dans le cadre du projet. Par application des dispositions des articles R2162-15 à R2162-21 du même code, la présente consultation de Maîtrise d'oeuvre sera menée dans le cadre d'un concours restreint de Maîtrise d'oeuvre sur ESQUISSE (avec remise de prestations) précédé d'une sélection des candidats sur les critères de compétences, références et moyens. Le Maître d'Ouvrage entend attribuer le marché de Maîtrise d'OEuvre au lauréat du concours en application de l'article R2122-6 du Code de la commande publique : procédure négociée sans publicité ni mise en concurrence L'estimation financière prévisionnelle du coût travaux est de 6.16M Euros HT (valeur avril 2025). La mission confiée au maître d'oeuvre du projet de création du Pavillon Port Center, objet du concours, sera composée de la mission de base (ESQ, AVP, PRO, AMT, VISA, DET, AOR) définie par les articles R. 2431-4 et suivants du code de la commande publique. La mission sera étendue aux missions complémentaires suivantes : CSSI et SYN. Le délai global prévisionnel d'exécution du marché est de 40 mois (dont 12 mois de GPA).
