Description

Le service de téléassistance « Val'Ecoute » est destiné à favoriser la vie à domicile des personnes âgées, en situation de handicap ou malades, habitant le Val-de-Marne. Il s'inscrit dans un dispositif partenarial, formalisé par convention associant les Villes ou Centres Communaux d’Action Sociale (CCAS) et le Département, visant à faciliter l'accès de ce service au plus grand nombre possible de personnes âgées dépendantes ou de personnes en situation de handicap. Certaines Villes accordent, en effet, à leurs concitoyens âgés ou handicapés, une prise en charge partielle ou totale de l'abonnement et/ou de l'installation. Dans le cadre du présent marché, le Département peut commander au titulaire des actions de prévention des risques sanitaires (par exemple dans le cadre d’un plan canicule). Par ailleurs, le Département contribue à la solvabilisation d’un grand nombre d’abonnés bénéficiant de prestations sociales, au premier rang desquelles figurent l'allocation personnalisée d'autonomie (APA), l'allocation compensatrice tierce personne (ACTP) ou la prestation de compensation du handicap (PCH). Le titulaire s’engage à mettre en place les moyens nécessaires pour répondre aux appels des bénéficiaires en déclenchant le dispositif approprié. A cette fin, le titulaire doit pouvoir répondre aux attentes suivantes : -Fonctionnement d’une centrale d’écoute -Mise à disposition aux abonnés de transmetteurs compatibles avec leur installation téléphonique, ainsi que leur retrait -Promotion et suivi du service départemental de téléassistance auprès des Centres Communaux d’Action Sociale (CCAS), dans le cadre d’une convention liant les Villes et le Département -Tenue de fichiers détaillés et actualisés -Participation à des réunions avec les responsables départementaux et, éventuellement, communaux -Etablissement de rapports d’information et enquêtes de satisfaction -Prestation spécifique liée à la prévention des risques sanitaires
