Description

Les prestations, objet de la présente consultation, portent sur l’achat de papiers pour les besoins des services opérationnels de la Ville de Troyes (VT) et de Troyes Champagne Métropole (TCM). En ce sens, un groupement de commande a été constitué entre ces deux entités, conformément aux dispositions des articles L2113-6 et L2113-7 du Code de la Commande Publique. Le coordonnateur du groupement est la Ville de Troyes. À ce titre, et en application de la convention de groupement de commandes, il incombe à la Ville de Troyes de mener toute la procédure de passation jusqu’à la notification desdits marchés. Chaque entité exécutera en son nom propre les marchés. Accord-cadre mono-attributaire à bons de commande, avec un montant maximum annuel pour chaque membre du groupement : lot 1 : VT 90 000 € HT/ TCM 24 000 € HT, lot 2 : VT 30 000 € HT / TCM 4 000 € HT, lot 3 : VT 40 000 € HT / 4 000 € H. L’accord-cadre sera conclu pour une durée de 1 an à compter de sa date de notification au titulaire, reconductible 3 fois par période de 1 an, sans que la durée maximale de l’accord-cadre ne puisse excéder 4 ans. En outre, le titulaire ne pourra refuser la reconduction de l’accord-cadre. L'émission des bons de commande ne peut intervenir que pendant la durée de validité de l’accord-cadre. Si l’entité décide de ne pas reconduire l’accord-cadre, elle adressera au titulaire, au moins un mois avant son échéance, en recommandée avec accusé de réception ou via son profil d’acheteur, une lettre de non-reconduction.Les candidats devront OBLIGATOIREMENT fournir à l’appui de leur offre, pour tous les lots, des échantillons dont les descriptifs sont indiqués à l'article 3.7 du Règlement de la consultation.
