Description

Le présent appel à manifestation d'intérêt (AMI) de type sourcing a pour objet de permettre à la Région Grand Est de connaître plus précisément les enjeux contractuels et financiers des opérateurs économiques, et d'échanger sur l'acquisition de Rame Réversible Régionale (RRR). Le remplacement des Rames Réversibles Régionales (RRR) et des locomotives BB22200 associées, circulant sur la Région Grand Est, est envisagé pour le début du service annuel 2030. (i.e. mi-décembre 2029). Le nouveau matériel roulant proposé doit être fabriqué, livré, homologué en France. A date, le parc de RRR concerne 15 voitures voyageurs exploitables non motorisées dont 13 en roulement et 2 de réserve. La composition actuelle est une locomotive BB22200 accouplée à 3 voitures RRR. Le nouveau parc pourra être composé de rames automotrices ou d'ensembles constitués d'une locomotive et de véhicules remorqués. Les lignes sont électrifiées. Le nouveau matériel roulant doit pouvoir être alimenté en 25 kV - 50 Hz. Cependant une solution bi-mode électrique/diesel peut être appréciée en indiquant le coût supplémentaire induit. Le nouveau matériel devra respecter la catégorie A tunnel en se conformant au Règlement (UE) n° 1303/2014 - Règlement de la Commission du 18 novembre 2014 - STI « Sécurité dans les tunnels ferroviaires » ainsi qu'une une charge à l'essieu inférieure à 20 tonnes. Sur les lignes circulées, il n'existe pas d'ouvrages d'art fragile. La signalisation attendue pour le nouveau matériel roulant est le KVB (contrôle de vitesse par balise). Le nouveau matériel roulant doit respecter le gabarit infrastructure FR3.3 transposable au gabarit matériel roulant en référence à l'EN 15273-2 « Applications ferroviaires - Gabarits - Partie 2 : gabarit du matériel roulant ». Les lignes admettant des vitesses maximales de 160 km/h, il devra pouvoir circuler au moins jusqu'à 160 km/h. Ces rames circuleront uniquement sur des lignes à écartement standard (1.435 m). La longueur entre la première porte voyageurs et la dernière porte voyageurs ouverte en exploitation ne devra pas excéder 170m. Les hauteurs de quais sur les lignes circulées par le nouveau matériel sont de 385mm de 550mm. Le matériel roulant proposé doit être doté de comble-lacune pouvant s'adapter aux différentes hauteurs de quai bas et mi-haut. La capacité d'emport de voyageurs du matériel roulant proposé doit être d'environ 500 places. La capacité d'emport de vélo doit être d'environ 18 (valeur négociable). Le nouveau matériel roulant devra se conformer à l'ensemble des STI. Les codes CPV concernant cet AMI sont : - 34620000-9 - Matériel roulant ; - 34630000-2 - Pièces détachées pour locomotives ou matériel ferroviaire roulant, équipement de commande et de contrôle du trafic ferroviaire
