Description

Engagé dans la transition énergétique, le SDE03 souhaite renforcer les liens entre énergie, aménagement et construction sur la commune de Montmarault, avec la recherche permanente de l'amélioration de l'efficacité énergétique. Dans ce contexte, le SDE03 a décidé de lancer un marché global de performance énergétique dont l'objectif sera de : - Créer un réseau de chaleur ENRR c'est-à-dire d'une chaufferie centrale bois / gaz, de son réseau associé et des sous stations. - Assurer une exploitation garante de la performance énergétique du réseau et des sous-stations. Il s'agira donc d'assurer : - La création de la chaufferie Bois y compris de son appoint secours et des équipements nécessaires à son fonctionnement, du réseau et des sous-stations. - La gestion de la fourniture d'énergie bois et gaz depuis la chaufferie centrale et des autres éventuels points de production (P1) ; - L'exploitation, la maintenance, le gros entretien et le renouvellement (P2- P3) des installations thermiques. Cet élément de mission intègre le suivi et le pilotage de l'amélioration de la performance énergétique, notamment en s'appuyant sur un plan de mesures et de vérifications. Le Marché ne porte pas sur l'amélioration thermique de l'enveloppe bâti de l'ouvrage. En revanche, il comprend une intervention sur le clos et couvert pour la chaufferie centrale à créer et pour la création d'un local technique pour une sous-station. Le marché global de performance comporte les termes P1, P2, P3 de type MC GER, ainsi que les travaux de création de la chaufferie centrale, des éventuelles autres production ENRR, du réseau et des sous-stations. Il est précisé que le P1 comprend la fourniture des combustibles de la chaufferie centrale et des éventuelles autres productions. Le marché public global de performance comportera, de la part du titulaire, des engagements de performance sur la durée du marché mesurables, notamment, en termes De taux de couverture bois garantie, de rendement de production, de rendement de réseau et de qualité de service.
