Le SIEL TE Loire a lancé un premier appel d'offres ouvert en publiant un avis d'appel public à la concurrence le 18 avril 2025 sur sa plateforme acheteur, le 20 avril au BOAMP et le 22 avril au JOUE, sous le numéro 2025-REC-T-0067. À l'issue de cette procédure, seuls trois lots ont pu être attribués, les autres offres ayant été jugées inacceptables. Le SIEL TE Loire a donc relancé une nouvelle consultation en procédure avec négociation conformément à l'article R2124-3 6° du Code de la commande publique. Conformément au même article, aucun avis de marché n'a été publié et n'ont été invités à participer à la procédure que les soumissionnaires ayant remis une offre conforme aux délais et modalités formelles de l'appel d'offres Exploitation de l'éclairage public 2026-2031
