Description

Pour répondre au cadre juridique délimité par l'article L.103-4 du Code de l'urbanisme, la démarche de concertation menée durant la procédure de révision du PLUi de GPS&O s'articulera autour de trois axes qui permettront au public : - De s'informer sur le projet de révision engagé et son état d'avancement ; - De s'exprimer sur le projet, qu'il s'agisse de questionnements, de pistes de réflexion ou de propositions concrètes ; - D'échanger, en participant notamment à des animations et des temps de rencontre. Les prestations donneront lieu à un marché « composite » conclu sous la forme d'un marché ordinaire pour partie à prix global et forfaitaire et pour partie à bons de commande passé selon les modalités des articles R. 2162-1 à R. 2162-4 et R. 2162-13 à R. 2162-14 du code de la commande publique comme suit : - Les missions font l'objet d'un marché à tranches à prix forfaitaires sur la base de la Décomposition du Prix Global et Forfaitaire (DPGF) ; - Les missions de prestations complémentaires font l'objet d'un marché ordinaire à bons de commande sur la base du bordereau de prix unitaires (BPU) au fur et à mesure des besoins.
