El presente contrato de servicios tiene por objeto dar respuesta a la necesidad de disponer de una asistencia técnica especializada que apoye a la Dirección de Obra para el correcto desarrollo, seguimiento y control de las obras correspondientes al “PROYECTO DE ACTUACIONES DE CORRECCIÓN HIDROLÓGICA Y LAMINACIÓN EN LA RAMBLA DE COBATILLAS (TT.MM. DE MURCIA Y SAN JAVIER). PROVINCIA DE MURCIA”, actuación declarada de interés general de conformidad con el artículo 46.1.b) del Texto Refundido de la Ley de Aguas y la disposición adicional segunda del Real Decreto-ley 27/2021, de 23 de noviembre, por el que se prorrogan determinadas medidas económicas para apoyar la recuperación, en su apartado 1.e). Las actuaciones previstas forman parte del Programa de Medidas del Plan de Gestión del Riesgo de Inundación (PGRI) de Segundo Ciclo de la Demarcación Hidrográfica del Segura, aprobado por Real Decreto 26/2023, de 17 de enero, donde se recogen bajo el epígrafe “Actuaciones de corrección hidrológica y laminación en la rambla de Cobatillas (TT.MM. Murcia y San Javier)” (medida 14.03.02). La complejidad técnica de las actuaciones proyectadas, que incluyen la ejecución de ocho diques de laminación y corrección hidrológica, la construcción de una zona de almacenamiento controlado, la restauración ambiental en la zona de actuación y las mejoras aguas abajo, con la reparación de tres diques existentes requieren de contar con un servicio técnico especializado que preste apoyo continuo a la Dirección de Obra.
