Description

En el ámbito de la seguridad vial, el enfoque del Sistema Seguro, reconocido internacionalmente y recogido en la Política de Seguridad Vial de la Unión Europea 2021 2030 y el Plan de acción estratégico sobre seguridad vial de la Comisión Europea, sugiere adquirir un mayor conocimiento sobre las distintas variables que influyen sobre la siniestralidad vial, más allá de los indicadores habituales, como el número de accidentes, fallecidos y heridos graves, recomendando obtener otros indicadores, llamados Key Performance Indicators (KPIs), indicadores clave de rendimiento, directamente relacionados con la prevención de muertes y lesiones en accidentes de tráfico. Entre estos indicadores, se encuentran el uso del cinturón de seguridad y de sistemas de retención infantil, el uso del casco, los vehículos que circulan dentro del límite de velocidad, los conductores que circulan dentro del límite legal de tasa de alcohol en sangre, las distracciones al volante y la seguridad de los vehículos. Estos indicadores constituyen el objeto de la presente licitación. El objetivo del lote 2 consiste en la realización de mediciones de la velocidad y otras características del flujo de vehículos en una muestra de 150 secciones de la red viaria española, con el fin de que sirvan de base para la elaboración y obtención del indicador KPI 1; Realización de trabajos de campo para la recogida de datos sobre el uso del cinturón de seguridad, sistemas de retención infantil (SRI), casco y conducción utilizando dispositivos móviles, mediante la realización de encuestas no participativas en una muestra de secciones de vías urbanas e interurbanas, que permitan al adjudicatario del lote 1 obtener estos indicadores (KPI 2, 3 y 5).
