Description

Los puentes de ferrocarril constituyen puntos vitales de dichas infraestructuras, por lo que su mantenimiento y conservación requiere una atención especial. Ello obliga a llevar a cabo inspecciones técnicas de carácter periódico, así como, en su caso, las labores de mantenimiento que procedan, con la finalidad, por una parte, de evitar riesgos que puedan producir accidentes, con posibles daños a personas y bienes, e interrupciones de un servicio básico de transporte como es el ferroviario y, por otra, de mantenerlos en condiciones adecuadas de uso, minimizando los costes asociados a su conservación. Según se establece en la Orden 2/2016, de 15 de febrero, de la Consellería de Vivienda, Obras Públicas y Vertebración del Territorio, por la que se aprueba el catálogo de infraestructuras ferroviarias y tranviarias de la Generalitat, Ferrocarrils de la Generalitat Valenciana (FGV) asume la condición de Administrador de las Infraestructuras de Transporte Ferroviario y Tranviario. Las funciones de Administración de Infraestructuras comprenden el mantenimiento parcial o total de la infraestructura, en virtud de lo estipulado en el art. 87.4.c de la Ley 6/2011, de 1 de abril, de la Generalitat, de Movilidad de la Comunidad Valenciana. Por otra parte, según se indica en las Instrucciones sobre las Inspecciones en los Puentes de Ferrocarril (ITPF-05), el Administrador de la Infraestructura es responsable de acometer las inspecciones y actuaciones necesarias para mantener el puente en condiciones adecuadas de seguridad y servicio. Con fecha 15 de octubre de 2019, FGV finalizó el contrato el “Servicio de Inspección de Puentes de Ferrocarril de Metrovalencia”, expediente nº 18/089. Los trabajos se centraron en los puentes que se ubican en las todas Líneas de Metrovalencia, y se realizaron las inspecciones sobre su estado, fruto de las cuales se emitieron informes de inspección detectando determinadas incidencias que debían ser subsanadas mediante el seguimiento de los Planes de Mantenimiento redactados a tal efecto.
