La necesidad se establece en base a: “Los Centros de Servicios Sociales Comunitarios (en adelante CSSC) de la ciudad de Málaga, tienen como tarea principal acercar los recursos sociales a la población, así como planificar y ejecutar programas, proyectos y actividades que den respuesta a las necesidades sociales de las zonas territoriales donde se ubican (Distritos municipales).
