Actualmente, la Universidad dispone de infraestructuras destinadas a apartamentos universitarios que requieren de una gestión especializada e integral que la Institución no puede prestar con medios propios de manera eficiente. La necesidad radica en garantizar la explotación comercial y operativa de estos alojamientos, asegurar un mantenimiento técnico-legal y preventivo constante que preserve el valor patrimonial del inmueble y ofrecer servicios auxiliares de limpieza, desinfección y conserjería con estándares Al mismo tiempo, se considera que la figura de la concesión de servicios es la más idónea para este contrato por las siguientes razones: Hay una transferencia del riesgo operacional porque la empresa adjudicataria asume el riesgo de demanda (ocupación) y de gestión, lo que incentiva una explotación más eficiente y profesionalizada.
