Description

El 19 de julio de 2023, se aprueba por Resolución del Secretario de Estado de Medio Ambiente el Plan de Acción de Aguas Subterráneas 2023-2030 (PAAS), con el objetivo general de la mejora del conocimiento, gestión y gobernanza de las aguas subterráneas, enfocada al gran reto de alcanzar el buen estado cuantitativo y químico de las masas de agua subterránea y los objetivos de las zonas protegidas y ecosistemas asociados, compatibilizándolo con una utilización sostenible de las aguas subterráneas para los diferentes usos. Conforme a lo establecido en el Pliego de Prescripciones Técnicas aprobado, es necesaria la contratación administrativa de este expediente para cumplir este objetivo general y como parte de las actuaciones e inversiones previstas por el PAAS, que permite configurar de forma armonizada las actuaciones territoriales a desarrollar en el ámbito de las cuencas intercomunitarias en una primera fase. Las características técnicas de los trabajos, con la ejecución de sondeos de investigación, geofísica, así como el empleo de softwares específicos de modelación numérica, junto con la dispersión geográfica y la carga de trabajo de campo que conlleva, así como el amplio rango de disciplinas implicadas en las distintas tareas, hacen que sea inviable acometerlos únicamente con los medios humanos y materiales de la Dirección General del Agua (DGA) y organismos de cuenca, siendo por lo tanto necesario recurrir a la contratación de apoyo externo para la realización de estos servicios.
