La EMT-Palma no dispone de los medios, técnicos y humanos propios suficientes y necesarios para hacer realizar los trabajos y suministros mencionados, se considera preciso la contratación de empresas externas para la realización de estos, considerando que la actuación que se pretende contratar es adecuada al fin perseguido de reparaciones externas para la flota de vehículos debido a la complejidad de la reparación, reparaciones de urgencia o necesidades operativas de la empresa.
