Description

Contratación mixta (suministro y servicio) de solución integral, en modalidad SaaS (Software como Servicio), de gestión de Recursos Humanos (personal, nómina, control horario y portal del empleado) para la Diputación de León y entidades dependientes, más sus servicios asociados. No se prevé la división en lotes del objeto del contrato en aplicación de la excepción prevista en el artículo 99.3.b) de la LCSP 2017. Todos y cada uno de los distintos trabajos exigidos en el pliego de prescripciones técnicas responde a una solución técnica integrada. Los trabajos referentes al software han de estar perfectamente integrados y resultar perfectamente compatibles. La realización independiente de las diversas prestaciones comprendidas en el objeto del contrato dificulta la correcta ejecución del mismo desde el punto de vista técnico (resultaría excesivamente difícil u onerosa) dado que al estar todas ellas íntimamente ligadas e interrelacionadas podrían presentar graves problemas de compatibilidad y de seguridad/confidencialidad si no se ofertan, suministran, implantan y prestan de forma completamente integrada. El valor estimado del suministro se establece en el 56,26% mientras que las prestaciones asociadas al servicio ascienden al 43,74%. Por tanto, las normas que regirán el presente expediente serán las propias del contrato de suministro.
