"La entidad precisa la renovación y ampliación de su flota de autobuses con el fin de garantizar la continuidad, seguridad, calidad y eficiencia del servicio público, así como la adecuación progresiva a los estándares técnicos, ambientales y de accesibilidad exigidos por la normativa sectorial aplicable. La incorporación de nuevos vehículos resulta necesaria para sustituir unidades con mayor antigüedad y/o menor eficiencia operativa, reduciendo incidencias de mantenimiento, emisiones contaminantes y costes de explotación. Asimismo, la elección del modelo de arrendamiento operativo con opción de compra se justifica por razones de sostenibilidad financiera, al permitir la adquisición escalonada de los activos mediante cuotas periódicas, sin necesidad de un desembolso inicial elevado, manteniendo la flexibilidad presupuestaria de la entidad y posibilitando, en su caso, la incorporación definitiva de los vehículos al patrimonio de ALGESA al término del contrato en condiciones económicamente predefinidas."
