Riigihanke eesmärk on sõlmida raamleping ühe täitjaga, kes hakkab arendama piiriülest terviseandmete andmevahetusteenust. Piiriülese terviseandmete andmevahetusteenuse arendustööde eesmärk on tagada teenuse toimimine, viies sisse vajalikke muudatusi nii Euroopa Komisjoni poolt väljaantavatest tehniliste spetsifikatsioonide või tarkvara versioonidest kui siseriiklikest muudatus- või täiendusvajadustest lähtuvalt.
