Summary

Machine-generated summary

The Offshore Wind Directorate requires a supplier to develop and validate a quantitative real-time PCR (qPCR) assay and to analyse benthic sediment samples collected by the Marine Directorate for presence of ocean quahog (Arctica islandica). Ocean quahog is a Priority Marine Feature in Scottish waters and a protected species in some Marine Protected Areas, so cost-effective detection tools are needed for Environmental Impact Assessments linked to Marine Renewable developments. The tender tests whether an environmental DNA (eDNA) approach can serve as a robust monitoring tool. The contract runs nine months, with an optional two-month extension, starting 1 April 2026. The exercise is run as a Quick Quote via Public Contracts Scotland, with the Invitation to Tender expected in the week commencing 26 January 2026.

Description

The Offshore Wind Directorate requires a suitable supplier to develop and validate a quantitative real-time PCR (qPCR) assay and analyse benthic sediment samples, collected by the Marine Directorate, for presence of ocean quahog (Arctica islandica). Ocean quahog is a Priority Marine Feature (PMF) in Scottish waters, on the OSPAR List of Threatened and/or Declining Species & Habitats and a Protected Feature in some Marine Protected Areas (MPAs). Some activities associated with Marine Renewable (MR) developments may interact with this species. Cost-effective tools, which can be utilized as part of Environmental Impact Assessments (EIAs) to reliably determine presence of ocean quahog are needed to mitigate the potential impact of MR developments in the marine environment. This tender will contribute to our understanding of effectiveness of the environmental DNA (eDNA)-based approach to monitor the presence of ocean quahog in sediment samples and whether this monitoring approach could be employed as a robust and reliable tool for use in EIAs. This procurement exercise will be conducted as a Quick Quote via Public Contracts Scotland (PCS). Suppliers who wish to be considered should register their interest in response to this PIN notice. Suppliers who note interest will be included on the supplier list and will receive access to the Invitation to Tender (ITT) documentation to then submit a tender response, if applicable. Suppliers can be included using their existing PCS account or, if they do not have one, they can register for an account at www.publiccontractsscotland.gov.uk. We anticipate publishing the ITT on PCS as a Quick Quote during the week commencing 26 January 2026 (subject to change). The contract will run for a period of nine (9) months, with an optional two (2) month extension, and is expected to commence on 1 April 2026.
