Il s’agit du marché de services lié à la production, le stockage, la gestion des commandes, la distribution de sacs taxés et l’encaissement de la taxe au sac pour le district de Porrentruy qui regroupe 19 communes et environ 24'000 habitants. Les communes du district de Porrentruy ont donné compétence au SIDP (Syndicat intercommunal du district de Porrentruy) pour qu’il se charge de la gestion des déchets urbains combustibles. Une taxe au sac régionale a été introduite au 1er janvier 2011 pour les ordures ménagères qui sont collectées en sacs taxés. Les quantités concernées par le marché sont d’environ 66'000 sacs taxés par année (17, 35, 60 et 110 litres).
