Description

The European Commission is seeking a service provider to contribute to the development of additional methodologies to measure the impact of measures financed by the NGEU instrument. The work will focus on measures implemented through the Recovery and resilience facility (RRF), as well as the wider EU budget. An overview of existing methodologies, the NGEU Green Bond Framework and the Impact Report can be found at the website https://commission.europa.eu/strategy-and-policy/eu-budget/eu-borrower-investor-relations/analyses-and-reports_en. Main tasks: 1. Analyse climate relevant RRF measures and their respective milestones and targets to identify common output values in order to aggregate outputs from not used so far. This is to establish a comprehensive list of output values that can be used to develop further methodologies. 2. Develop methodologies for additional output values, based on the list of the output values identified above. 3. Review existing target conversions Verify the application of existing impact calculation methodologies used for impact reports 2023 and 2024, focusing on data used for conversion and on numerical assumptions.
