Die DB InfraGO AG („DBI“) ist in der Vorbereitung eines Vergabeverfahrens im Kontext FRMCS Handhelds - Konzepte für Mobile Endgeräte. Neben den Leistungsinhalten sollen im Rahmen dieser Informativanfrage auch technische und vertragliche Aspekte bei den sich daran beteiligenden interessierten Unternehmen (Marktteilnehmer) abgefragt werden. Zur Ermittlung der marktüblichen Parameter in der Beschaffung einer solchen Leistung möchte das anfragende DB-Unternehmen das Marktumfeld mit dieser Informativanfrage beleuchten und von anderen Marktteilnehmern in diesem Leistungsgebiet erfahren, wie sie diese Themenkomplexe einschätzen. Zudem sollen bei Bedarf die vom Marktteilnehmer an die DB überlassenen Gegenstände/ Produkte auf ihren technischen Stand und Kompatibilität beobachtet, untersucht, rückgebaut und getestet werden (Vertestung). In diesem Fall ist ergänzend die zugehörige Einwilligungserklärung vom Marktteilnehmer auszufüllen und an das DB-Unternehmen zurückzusenden. Die gewonnenen Erkenntnisse möchte das anfragende DB-Unternehmen bei der Ausgestaltung zukünftiger Vergabeverfahren nutzen.
