Die Ruhrbahn GmbH (im Folgenden Ruhrbahn oder Auftraggeber) ist im Jahr 2017 durch die Fusion der beiden Verkehrsunternehmen Essener Verkehrs-AG (EVAG) und Mülheimer Verkehrsgesellschaft mbH (MVG) entstanden. Seitdem erbringt sie einen attraktiven, leistungsfähigen und umweltfreundlichen Nahverkehr und steigert so die Lebensqualität in Essen und Mülheim an der Ruhr. Als größtes Verkehrsunternehmen im Ruhrgebiet sorgt sie mit rd. 2.500 Mitarbeitenden für die Mobilität von 140 Millionen Fahrgästen pro Jahr. Mit drei U-Bahnlinien, elf Tramlinien, 54 Buslinien und 22 NE-Linien bietet die Ruhrbahn einen kundenorientierten, technisch hochwertigen und klimafreundlichen Nahverkehr an. Gegenstand der Beschaffung ist die Einführung einer Gesamtlösung eines ID-basierten Ticketingsystems (IDbT). Der Bieter erbringt Leistungen zur Lieferung, Integration, Inbetriebnahme und Übergabe eines digitalen Ticketingsystems für die Ruhrbahn, bestehend aus mobilen Ticketautomaten (mbTa), Backend-Systemen, Kontrollkomponenten, einem Transit Payment Service sowie der erforderlichen Systeminfrastruktur. Die Leistung umfasst weiterhin Unterstützungsleistungen im Rahmen der Implementierung, Pilotbetrieb, Dokumentation sowie die Erstellung eines fiktiven Betriebsmodells. Der Bieter gewährleistet die Betriebsbereitschaft und unterstützt die Ruhrbahn in der Betriebsführung durch Support-, Wartungs- und Serviceleistungen unter Berücksichtigung gesetzlicher Anforderungen, KRITIS-/NIS2-Vorgaben sowie bilanz- und steuerrechtlicher Rahmenbedingungen. Die vom Bieter zu erbringenden Leistungen ergeben sich im Einzelnen aus dem Lastenheft der Ruhrbahn.
