Description

Begleitforschung im Rahmen des Projektes "On- Demand Ridepooling NRW" für das Kompetenzcenter Digitalisierung NRW angesiedelt bei der VRR AöR für den Zeitraum 2026 - 2029. Das Kompetenzcenter Digitalisierung NRW (KCD) ist eines von vier Kompetenzcentern des Landes NRW und beim Verkehrsverbund Rhein-Ruhr AöR (VRR) angesiedelt. Es versteht sich als Koordinator, Motor sowie Dienstleister der eTicket- und Digitalisierungs-Akteure in NRW und beschäftigt sich seit rund vier Jahren auch mit On-Demand Ridepooling Verkehren. In Zusammenarbeit mit den verschiedenen Akteur*innen des ÖPNV in NRW sollen die Potenziale der Digitalisierung für neue Mobilitätskonzepte genutzt werden, um vernetzte Lösungen und Angebote für die Menschen in NRW zu schaffen. Das KCD wurde mit dem Aufbau und dem Betrieb einer landesweiten On-Demand-Ridepooling Plattform beauftragt (Laufzeit Ende 2025 - Ende 2029). Grundlage hierfür sind die heutige heterogene On-Demand Systemlandschaft in NRW, die Potenzial- sowie der Vertiefungsanalyse sowie die Ziele des Zukunftsvertrag der NRW-Landesregierung (2022-2027). Die On-Demand Ridepooling Plattform NRW ist Teil des Gesamtprojekts "On-Demand NRW". Durch ver-schiedene Teilprojekte und die Vernetzung der vielfältigen NRW-Akteurslandschaft soll der On-Demand Ridepooling Markt ausgebaut und verstetigt werden. Die Entwicklung einer On-Demand Produktfamilie soll den Zugang für Fahrgäste verbessern und die standardisierte Förderung und Integration von On-Demand-Verkehren in den öffentlichen Personennahverkehr (ÖPNV) vorantreiben. Das Ausschreibungsverfahren für die landesweite On-Demand-Plattform Rufmobil.NRW wurde im Januar 2025 veröffentlicht. Die Vergabe der Plattform erfolgte im August 2025. Die Plattform ist inzwischen in den operativen Betrieb überführt worden und die zugehörige App Rufmobil.NRW ist gestartet. Aktuell sind zwei On-Demand-Verkehre als Mandanten auf der Plattform integriert und für Fahrgäste buchbar. Außerdem ist ein schrittweiser Hochlauf der On-Demand Projekte auf der On-Demand Ridepooling Plattform NRW (Rufmobil.NRW) vorgesehen. Das Projekt und insbesondere die On-Demand Ridepooling Plattform NRW sollen durch eine wissenschaftliche Begleitforschung untersucht und weiterentwickelt werden. Die Begleitforschung ist der Bestandteil dieser Ausschreibung.
