Die Planungsleistung soll die Erstellung der Entwurfsplanung (LPh 2 bis 3) umfassen. Ziel ist die Vorleistung für die wirtschaftliche Darstellbarkeit der Erzeugeranlage in Hinblick auf Investitions- und Betriebskosten genau zu erfassen und Fördermittel zu beantragen.
