The municipality of Biebesheim am Rhein (Germany) intends to develop a new residential quarter, the 'Neubaugebiet Nord', to meet local housing and infrastructure needs confirmed by a council decision of October 2025 (No. 195/2025). The municipality, a Hessian climate municipality since early 2024, aims to be climate neutral by 2045. The contract covers preparation of an urban framework plan as an informal planning instrument. Because the quarter is intended as a pilot project, the municipality is running a non-open realisation competition for the planning. The best-placed prize winner may be commissioned to complete the competition design including a landscape preliminary design.
