Das Wasserstraßen-Neubauamt Nord-Ostsee-Kanal plant die Errichtung eines Langzeitlagers für Baggergut, Bodenmaterial und andere mineralische Materialien aus dem Nord-Ostsee-Kanal sowie aus den Ausbauvorhaben am NOK mit einer maximalen Lagerungszeit von jeweils 3 Jahren je geliefertem Material am Flemhuder See auf einer Gesamtfläche von rund 75 ha. Ziel des Langzeitlagers am Standort Flemhude ist es, einen zentralen Betrieb zur Behandlung, Verwertung und Zwischenlagerung der genannten Materialien einzurichten und dessen Betrieb langfristig und kanalnah sicherzustellen. Für die Errichtung eines Langzeitlagers sind Eingriffe in Natur und Landschaft (§§ 14-17 BNatSchG) auszugleichen. Die benötigten Ökopunkte teilen sich in 6 unterschiedliche Fachlose auf. Bei dem Interessenbekundungsverfahren handelt es sich nicht um ein formales Vergabeverfahren oder um die Vergabe eines öffentlichen Auftrages. Mit diesem Verfahren ist keine rechtliche Bindung gegeben. Für die Teilnahme am Interessenbekundungsverfahren wird keine Vergütung gewährt. Eine Erstattung der Kosten, die den Interessenten durch die Bearbeitung entstehen, erfolgt nicht. Auch Auslagen werden nicht ersetzt. Im Anschluß an diese Abfrage erfolgt ein Vergabverfahren zum Erwerb der Ökopunkte mit den interessierten Unternehmen.
