A framework agreement for worldwide passenger transport by air in full charter using civilian aircraft. The Bundeswehr normally moves personnel on military aircraft, but civilian commercial carriers are used when military capacity is unavailable or operationally sensible. Each flight carries at least 100 passengers plus hand and accompanied baggage, including up to 90 kg per person of deployment-relevant equipment, and additional cargo such as weapons, ammunition, military working dogs and other military material. Flights depart from and arrive at the military part of Cologne/Bonn airport, with other German airports also contractually possible. Size categories cover 100 to 149, 150 to 189, and 190 or more passengers, as one-way or round trips. Up to 450 calls per year over 3 years, with two optional 1-year extensions.
