Die Schätzmenge entspricht der Höchstmenge. Der Zuschlag wird bei jedem Los jeweils auf das wirtschaftlichste Angebot erteilt. Dieses wird im ersten Schritt für jedes Los nach den in den Vergabeunterlagen angegebenen Kriterien ermittelt. Es besteht die Möglichkeit, auf alle Lose zu bieten, jedoch kann der Bieter je Leistungsbereich nur für insgesamt ein (Leistungsbereich 3) bzw. zwei Lose (Leistungsbereiche 1,2 und 4) den Zuschlag (Zuschlagslimitierung gem. § 30 Abs. 1 S.2 VgV) erhalten.
