Dienstleistungen im Zusammenhang mit der Zurverfügungstellung einer Video-Plattform für die Übertragung und die Aufzeichnung von Plenar- und Ausschusssitzungen sowie mittelbar parlamentarischer Veranstaltungen, die Veröffentlichung der Aufzeichnungen und die Bereitstellung von Material zur Weiterbearbeitung. Für die Übertragung und die Aufzeichnung von Veranstaltungen (Plenarsitzungen und einigen Ausschusssitzungen und mittelbar parlamentarische Veranstaltungen) und für die Veröffentlichung der Aufzeichnungen und für die Bereitstellung von Material zur Weiterbearbeitung sucht das Land Rheinland-Pfalz, vertreten durch den Landtag Rheinland-Pfalz ein Unternehmen, welches die in der Leistungsbeschreibung näher beschriebenen Leistungen als fest bestellten Leistungsbestandteil sowie als optional abrufbare Leistungen nach Maßgabe dieses Vertrags erbringt. Im Wesentlichen geht es um eine cloudbasierte Video-Plattform. Die Video-Plattform muss aus einem passwortgeschützten Administratorbereich (mit 2-Faktor-Authentifizierung und Protokoll über Anmeldungen) für die Landtagsverwaltung Rheinland-Pfalz und einem frei zugänglichen Bereich für die Öffentlichkeit bestehen. Bei dem Auftraggeber sind keine Server (on Premise) vorhanden. Die Leistungsbeschreibung setzt die Bereitstellung von Servern durch den Auftragnehmer voraus.
